HP Probook 6460b - understanding why Big Sur doesn't support it

Hi, I've seen that the ProBook 6x60b isn't supported by the new release of Probook installer OC.
I want only to understand WHY this laptop isn't supported. I've seen that some old macs with some tricks can support Big Sure, so I'm courious to understand if there are phisical limit.
I've created the USB key, but it won't boot.
If I boot the image with the Catalina Key I have an apple error
